I am leaning towards a torrent download or streaming of some sort. Since you are using squid you should be able to keep track of whats happening.
Also a good test. When everyone is slow, is surfing the web from the ubuntu box also slow? if so unplugg the LAN and try surfing from ubuntu box. If speed improve, then you know the problem is somewhere behind the ubuntu box. If speeds do not improve, then the problem is in the ubuntu box.
