Hi,
making 1 page is a nice exercise, but reading the code of Joomla teaches you a
lot of things, too.
There is still plenty of code that needs to be (re)written. Its just not a
contact form on a public website.
(btw, we run 1 static site with a contact form script we inherited. Its an
opensource project.
The amount of code that single project needs to prevent the form being totally
abused by spambots, is absollutely incredible. And it took them years to build
it, and they are still releasing updates for it.

Making a page which will not easily succumb to attacks is easy, and the person
responsible for umu.ac.ug must be extraordinarily incompetent. Which,
admittedly, is pretty much confirmed by the use of tables. :)

Don NOT write your own contact.php page (or pretty much any other page). There
are libraries, platforms, frameworks or whole CMS's that implement contact
forms for you.
And most of them (even Joomla) are more secure, scalable, themeable,
userfriendly, than you can ever do on your own. Mainly because they are
written by more people than 1 and used by thousands.
(and if that is not enough: being a real good wordpress persons makes you more
money than walking around town with your own little set of php scripts, maybe
not today, but surely in the long run.)
