In my view, It seems government is looking for ways of raising as much money as possible through taxation, and part of that involves increasing taxes and/or introducing taxes on items they can easily monitor and have access to.
I have noticed that those with huge salaries are now paying a lot of tax, even basic needs like tap water. Kyle, just like you have said, some level of consideration and thought is needed when it comes to taxation if Uganda is to inspire economic growth.
