I have finally read through the draft ICT Policy Framework 2012, which mentions Open Source in several places.
How ever it does say towards the end Promote the development and use of open source software, and building applications that are based on Academia and open standards; - MoICT, NITA-U, 2015 Is 2015 near enough away for us to not press to have this sooner? Personally my response is maybe whilst the power that be recognise that FOSS has a part to play they don't know exactly what that looks like so for now are punting it down the road? Would a white paper based on this document outlining how FOSS can specifically help in implementing and improving the implementation of the policy help make it more of a core philosophy and less of a passing mention?
