I think 2015 is fair enough considering this policy *may* not even
have been passed by then. This being the first draft, its likely to go
through a number of revisions before being forwarded to Ministry of
Finance, then parliament, cabinet etc...a process that *could* take a
few years.

Yes, This is a good idea. We can even start with just blog posts. The
whole point is not to wait/rely on government to promote FOSS yet we
have the power to do so.
