Not sure if this will help in this particular case, but apps can be installed and removed remotely via the Internet from the Play store. If the NGO you are talking about is using Google Apps or similar, and the smartphones are connected to Apps accounts, remote app management ought to be relatively straightforward in theory.
Not sure about the settings, though. Oughtn't "stay the **** away from the settings or we'll reclaim the phone" be enough?
