profiling(input from lots of interactions, mail lists, social networks,
personnel databases, face to face human interactions, etc) + pattern
finding(neural nets are good at this) + pattern groupings + group
descriptions == some reasonable inferences

you could direct that energy to delivering the right services to the
people, but of course you have to promote internet usage very much so you
can profile all this staff and no which group will need or respond to
what...
