Moodle is used extensively by the Virtual University of Uganda (www.virtualuni.ac.ug) and they have in-depth knowledge of Moodle and offer short introductory courses on using Moodle.
Moodle is not designed to manage your school / or university. There are other very good alternatives (just use any search engine to find them), but your choice depends very much on what you need. To answer Frank's question seriously he needs to reveal some more information on his needs.
