I do not see the issues you have internal traffic (local originating content or links) and external traffic (Global WWW) it's the external that's really expensive due to 3rd party suppliers you need the infrastructure anyway makes sense to have a different rate even no rate for local traffic, this would allow local content providers to grow the local market and encourage local market growth which would generate more income streams, which then ultimately provides the government a bigger TAX base.
