Thanks for Your answers I realized that this file is nod needed after
digging out some HA tutorials. However lustre 1.6 manual is a little
misleading on that subject as it mentions this file couple of times.

That script is no longer shipped for 1.6.x releases as it's not
needed. All one needs to do to start lustre on a 1.6 server is
mount the device. Heartbeat has a built-in mechanism to support
mounting devices on failover. See http://manual.lustre.org/manual/
