It might depend on how it's shipped. I got something dutiable from England a
few years ago that came through the USPS, and I was able to pick it up and
pay the duty at my local Post Office.

FWIW, I recently received a serpent from England (Christopher Monk
workshops). It was comparable in price to a decent Ren lute, and there was
no duty.
