It is Brussels, Bibliotheque du Conservatoir Royal de Musique, 5.619. The music is of the mandora-Brescianello style, i. e. galant Rococo, certainly second half of 18th century. As for the ornaments, I'm not aware of a clear distinction between a half-moon below and a half-moon on the left both as regards their difference and their respective meaning.
