That is from Finland to France, not from France to Finland.
France seems to be the only European country making these charges.
I have no idea why this is.

I discussed this again at my local bank. I understand that
France is the only country
in Europe that charges for this sort of transfer.
The German recording company, Ramée, that made the "Old Gautiers"
CD of
Anthony Bailes, h as made an account available in France to get round
this
issue.
It is possible to send a transfer in France from your computer, and
completely free,
but not across borders. This may not be strictly legal, but it is
being applied.

that's strange. For payments made within the Europe Union banks
are not
allowed to charge for bank transfers. Just a quick search:

Charges for cross-border electronic payment transactions
and credit transfers
1. With effect from 1 July 2002, charges levied by an insti-
tution in respect of cross-border electronic payment transac-
tions in euro up to EUR 12 500 shall be the same as the
charges levied by the same institution in respect of corre-
sponding payments in euro transacted within the Member State
in which the establishment of that institution executing the
cross-border electronic payment transaction is located.
Take that to your bank and ask them to explain the € 16,--.
