Authorship for music of this time is a mixed bag.
Tune by X arrangement by X in X's lutebook is the tryptich
So even if Dowland did not write the tune, it can still be his piece, 
and "by" Dowland, just as Purcell is the author of "Edinboro Town"
However, that does not mean that he wrote it in this case. It is just 
a difficult question.
