it's possible to have a system that's usable for all legitimate purposes but 
which has a rate limit which is small enough that it can't be used for bad 
purposes.  For example imagine if the limit was 3 messages per hour 
(unreasonably small for business purposes), a bad email sent to the 3 biggest 
clients would still be a problem.

Postfwd is one good way of dealing with this.  For example the above config 
line prevents my test account from sending email outside my domain.  That 
could be used for people who are about to leave the company to allow them to 
communicate with other employees but not directly with customers.
