That, and your other info, is exactly the point.  The bank doesn't care
about security if it can put the risk on merchants or customers.  I will
not use a chip and pin card for anything more than is absolutely
necessary [a pre-paid credit card is as close as I'll get].

I may give up accepting credit cards too, MOTO is looking to be too much
of a risk with the way things are going.
