I browsed thru the src http://cvs.opensolaris.org/source/xref/on/usr/src/cmd/fs.d/ufs/mount/mount.c and it seems that I am running into bug 6176743. For now I am going to use the workaround of putting a sleep 10 in S70buildmnttab.sh.
