In fact, I think you won't, as TCP_WND is not only the announced receive
window size but serves as a limit for transmit window, too.
Regarding memory size, the PBUF_POOL should not be that relevant since
it is only used for RX. TX uses the pool. You could try to set it bigger
than the 3KBytes you currently have it set to.
