While I agree with your reasoning, I think this would be a too
drastic approach. This might make compilation problematic for distros
even slightly lagging behind the version the developers have at hand.

I'd say, make the version explicit and move it when you feel there is
a good reason for a change (like moving to 2.16 now).

So I's suggest
 "Always use the version XXX of gtk+"
where XXX would be subject to revision, as often as the developers
would feel useful.

Taking into account that many distros consciously lag behind the newest
software versions, always insisting on the newest one might make LXDE
less appealing for inclusion in a distro.
