The normal way you would get the locale set is "sh -l -c "lxsession ..." at the 
end of startlxde instead of the "exec" that is there now to have the user's 
profile files run.  This might have unintended consequences though since the 
user's profile files can do anything and may do things that you wouldn't want 
to do at that time.  I don't exactly know how to solve that.  I run quite 
happily with the command I mentioned as what slim starts when I log in (I don't 
use startlxde).

How exactly did you expect to find out what the correct value of LANG and 
friends is otherwise?
