I think it is not good when two daemons, lxsession and gdm, set the same or different language environments. As usual users use gdm, kdm, xdm or even startlxde on a start, so it is enough to set language there, not needed to set it somewhere else. The situations when you need to set the different language for your desktop are very rare...
