I am not sure that I know of a official statement with regards to this.
My general thoughts would be that you either submit patches to the patch 
tracker at SF.net or communicate with the developers for the particular 
component you are working on, make your changes available from a open 
code host like github or gitourious (maybe we should do that ourselves 
to ease the steps to get contributors?). That way the quality of your 
code will be screened before it hits the tree and coding style issues 
dealt with. When you have submitted some code this way you can probably 
get access to the official trees at SF.net.

Do not take this statement as law or truth, just my €0.02.
