The tarball doesn't seems to contain auto-generated file by "make dist".
How do you generated the tarball ?

Generally, to make a tarball, you need to follow the following steps :
- run ./autogen.sh
- run ./configure
- run make
- run make dist
It should provide you a .tar.gz with all the appropriate files.

Let me know if you need help, I can generate and test it under Ubuntu.
