Yes, LXDE uses the Gtk toolkit, and that's what you should use if you want to develop an interface for LXDE.
However, "all the none-gtk code", while it may use glib, is not limited to it. For instance, to make a game, you might use the SDL set of libraries, or if you wanted chat integration, you might use libpurple. Welcome to LXDE!
