I have verified that there is indeed an issue using lxpanel with Orca,
but I can't figure out how to take the first steps in solving it. I'm
trying to get Orca to simply read the window title of the panel, like it
does with all of my other windows, but it won't even do that.

I've been working in panel.c trying to disable things to see if I can
create a simple enough window that Orca can read and then proceed to
re-enable things from there but I haven't had any luck yet.

Can anyone weigh in on this? Orca at the very least should be reading
the window title without too much effort.
