Pootle support ts file native.
http://docs.translatehouse.org/projects/translate-toolkit/en/latest/formats/ts.html
But from an administration point of view I don´t know how hard could it be.
Transifex also work with ts files. Not perfect but I´ve been using it for
razor-qt and no major problems were found. At least for me.
There´s also crowdin: http://crowdin.net/page/tour/supported-formats
I´ve never used weblate so I don´t have any idea about it.
But I´m not the guy that will administrate webservice so I´m cool with any
service team choose.
