Since you have one setup that works and one setup that doesn't, try changing the theme settings of the one that doesn't work to the exact same as the settings of the one that does work. The settings to change-to-match are all of those in 'customize look and feel', which you already know how to find. If those match and you still have the problem, and your distributions both use Openbox as the window manager, then see if your settings in: menu > System > Preferences > Openbox Configuration Manager > Theme also match between your two setups.
