yes people send translations via github routinely

i was not aware that LXDE had a translations website previously - presumably
that is what the OP meant by "put translating back in user hands" - there is no
reason why that could not happen again - anyone (any team member or any user)
could setup and maintain one of those websites, or use one of the public
instances like transifex

the only important factor is who will do that? - someone would need to export
the translations from the website occasionally and put them into the VCS, or
better yet as PRs for review - ideally, you want translators to be team members
- the crowd-sourcing approach is an unfortunate concession, for if no
translators are willing to join the team and take responsibility for the
correctness and completeness of their language translations - if there were
dedicated translators, then that person could initiate the merge requests - it
should not matter from where the translations originated or who wrote them,
only who on the team will review them adequately and commit them

and yes i know that those web tools can post to git hooks to do that
automatically; but that is a terrible idea - it is essentially allowing the
unauthorized world to push directly into your code-base - someone on the team
should review them, just like code contributions - ideally, someone on the team
would understand them too, and not need to reverse-translate to prove that they
are not spam or _whatever_ else

IMHO it is not asking too much to expect translators to download a single .po
file, use poedit or similar to edit it, and send it back - its not a technically
challenging task - ues, it raises the barrier to entry slightly; but that is
_exactly_ what you want to do, if you want to avoid spam
