In lynx, chartrans mechanism does not implemented for news:
only for http:// and file:// URLs, sorry.

For news, you see bytes transpently as they sent by the news server,
so "Display character set" and "Assumed document charset" have no effect
here, it does depends on your font installed. Try to find some http://
repository for dedicated news group, that could solve your problems.
