"Installed font" is a meaningless concept for the Dos Window that is
used to implement the crt.o of Windows.  It is always the code page
of the country for which Windows was issued. But, you are wrong about
one thing: There is most certainly a character translation going on
in news groups.  It works perfectly for German.  It gives Greek letters
for any romance language.  If there were no translation going on, 
German would not be displayed correctly.
