... the message shows you don't have the latest version.
the official Lynx distribution site is now  lynx.isc.org/ .
compiling your own copy is not difficult
& the latest development version 2-8-3dev.21 is reasonably stable:
read  README  &  INSTALLATION  carefully & check thro'  lynx.cfg ,
have a go yourself & ask again here if you still have problems.
if you really want a binary for Windows/DOS,
goto  www.fdisk.com/doslynx/lynxport.htm
or  www.jim.spath.com/lynx_win32/  & see what's there.

you must define a temporary directory in  lynx.cfg :
if the default there doesn't match your set-up, you must change it.
