Part of my "excuse" is that I (now) happen to prefer the old lynx/slang
behavior. Just liek you prefer a changed behavior. That doesn't make
either of us right or wrong.

Yes, it is an inconsistence between lynx/slang and lynx/ncurses. It's
not the only one. They have kind of different personalities.
The change you want would replace that inconsistence with an inconsistence
between old and new lynx versions compiled with the same options.
I don't think that is better. At least, it's up for discussion.
