I inspected dev16 - and found only 1 other occurency of URL's in the
messages visible by the user - it's LYMain.c. All other locations are
CHANGELOGs and documentation like lynx.{man,hlp} and
/lynx_help/keystrokes/environments.html. All other occurencies are in comments
in source. Downloading dev23 now...
