Lynx is full GPL.  SSL Lynx is non-commercial use only in the USA,
which means it is legal to create it yourself, but the GPL on the
original Lynx code is voided by the restriction on commercial use,
so it is not legal to give it to anyone else.

US versions of SSL Lynx are subject to both patents and copyrights, as
the patent licence requires the use of non-GPLed copyright code.  
Non US (i.e. outside the sphere of influence of US software patents)
versions of Lynx are illegal in the US, because they breach the patent
even when used non-commercially.
