How about putting nwconvert in /usr/bin (like reLyX)? It's just a standalone script. Also, the nwconvert.lyx file can be put in the examples directory alongside literate.lyx as another example of a literate noweb program. You can mention reLyX and noweb in the reLyX man page like this: "reLyX, being built around a TeX parser, does not understand noweb files. However, you can use nwconvert as a wrapper around reLyX to import noweb documents into LyX. It has been successfully used to import noweb and old nuweb documents. Look at nwconvert.lyx in the examples directory for more information." Of course, re-word this to your taste.
