I just ran into this, and if we're going to have a base dissertation/
thesis class (i'll plug Chicago as the baseline we should support mid
-sentence), I've stubmled across something we need to deal with.
Here, a figure must never-ever-ever appear before it is mentioned in
the text--the top of the page, one line before the reference, is
verboten. The usual latex rules that I find in the userguide don't
seem to address this.
Hmm, after fiddling, they do--"ht" will make it the top of the next
page, rather than this page, but "t" tries this page first. I'll
mumble some more to myself and see if I can find a way to make this
clear; it wasn't to me after reading both our docs and the school stuff
for the latex package.
Issue 2: figure captions.
While we have the package for theses, it is apparently necessary to use
\isucaption{} for the caption. If it isn't used, the right margin
gets no respect. I've tried to use this as ERT within my lyx float,
but I'm warned that "begin document terminates with end figure". Is
there some way to do this without raw latex? will creating a lyx class
let me override this somehow? And after I'm done and have a job,
remind me and I'll write the docs for this :)

p.s. We probably need to optimize backspace-deletion. On a K6/200,
deletion in this manner is awkward. on a 486/50, it lags so far behind
the keyboard that I can't tell what I've deleted unless i manually
count keystrokes.
