That talks also about a bibtex version that is 8bit clean that is available
in texlive.

No, we are only restoring what 1.4 does. I never had problems with non-ASCII
characters and bibtex as long as they did not occur in person names or
keys. Titles with umlauts for example work fine here. Why should we not
support that?
