Well, since LyX cannot export to RTF natively (yet), using LaTeX2RTF
would be a temporary solution. See

A bibtex data base editor has requested in bugzilla (not by me) , and i
think it is a good idea to include one. See

And I like it too. For a LyX user, Jabref is only used for LyX, the same
as MikTex, so it makes sense to bundle optionally the software in one
package.
The default, official, installer should not have it but that does not
preclude other package to fulfil the need of some users.
