Yes. Though I have little hope to find a solution for that I didn't gave up.

The pragmatic solution - to copy LyX templates to users home (it's not so
much disk space) - was rejected by Pavel. (And I can understand that. :-))

The symlink solution is not platform-agnostic. (And looks like a hack.)

The sidebar solution does not work. 
(At least on Mac. I don't know how it works on Windows.)
