The problem turned out to be that it is impossible to put ERT *before* an argument in LyX. Arguments are always output at the beginning of the paragraph, no matter where they actually occur.

On a related note, is "Short Title" getting a new name?

With the re-write, yes, though perhaps it should be renamed to "Argument" or something now.
