You can only specify the file-name but the format is always LyX-native.
(There is a drop-down list to filter the list of existing files.)

Well, picking a format from the drop-down list allows you to export to that format. For example, I open the Intro.lyx manual, then I do File->Export->Export As..., then I choose /tmp/intro.txt, and I get the introduction exported as plain text.
If I pick-up the PDF (ps2pdf) as format, then I get /tmp/Intro.pdf.
So, you can choose the target file-name and export format. What else would you
need ?
