just a general note. For languages where we have active translators:
Japanese, French, Spanish, German and Italian one should discuss such
changes with the translator.
I mean the splash file is the welcome file for Japanese users. Nobody of
use developers can read Japanese as far as I know so we have to trust
Koji that he has his reasons for his changes. The Japanese LaTeX, ptex,
is also different than TeXLive. As the file is for Japanese users they
might not care about babel or ptex uses adapted babel files. So in fact
we don't know enough about this and a quick mail to Koji would be ideal.
In case that you have done this or I missed a post, please excuse.
However, I think this is a general issue that one should have in mind.
