As far as I can tell from brief testing with LyX 2.1.3, 2.2.2, and alpha1-1, nothing has changed. Saving a new document in a just-opened LyX offers the directory set in Tools > Preferences > Paths > Working Directory, say D:/Documents. If I save to a particular subdirectory like D:/Documents/Testing and then click on File > Open, I'm presented with D:/Documents/Testing in all three LyX versions.
