As said I doubt we have access to lyxrc from lyx2lyx. In any case, we cannot provide a 100% failsafe reversion. Most probably assuming biber when the buffer param is default is the most expectable case. OTOH we only support Biblatex officially as of 2.3. So I think it's OK if reversion is not perfect.
