This is not intended for this release particularly. The new installer also supports this feature, but it does not support installing into a LyX directory where LyX was installed with the old installer. Please uninstall the old Version and install LyX 2.3.6 into an empty folder. You will be able to install the next releases over this one (and the following ones) again as before. When you start installation as a user without admin permissions, you will only be able to install for yourself.
