This is not intended for this release particularly. The new installer also
supports this feature, but it does not support installing into a LyX
directory where LyX was installed with the old installer. Please uninstall
the old Version and install LyX 2.3.6 into an empty folder. You will be
able to install the next releases over this one (and the following ones)
again as before. It is just once that you need to uninstall the old
versions (prior to 2.3.6) because the installer changed now.

This is intended, on 64 bit Windows "Program Files (x86)" contains 32 bit
applications, while 64 bit applications are installed in "Program Files".

Yes, if you don't choose "LyX's users preferences" while uninstalling, it
should not remove the preferences.

The behavior here is the same as before. When you start installation as a
user without admin permissions, you will only be able to install for
yourself. If you run as admin or as a user with admin permissions, then you
will be able to choose to install for yourself or all using this computer.
