I think Scott's request here is based on the observation that setting
counter is something that people will want to do particularly
frequently in enumeration lists.
And using the inset is better because the change is reflected in the UI.
What if the argument was normal text? Then one could decide to insert an
ERT inset in there. What are the typical values that go there? Always ERT?
