Character should probably just use the IgnorantPolicy since you can use it
anytime anyplace with whatever settings it has.
It should be impossible for it to have any invalid settings in the dialog
so disabling Ok and Apply is only really relevent for read-only docs.
In this case I should revisit those existing controller policies and see
which if any should allow OK/Apply to be active in their initial state (or
vice versa).
