I agree with you here. NS4 should fetch and render the site fine. You
just might be short some pretty-ness.

Yes, they should work fine. CSS was always meant to be backwards
compatible. The problem with NS4 is that unlike lynx (and other
css-less browsers) NS4 considers itself able to render the CSS and
attempts (badly) to do so.
css-less browsers will just ignore the CSS commands and use default
fonts / colours.
