I checked vi (vim) on mac and on Alma Linux8 (I don’t know of any setting to be changed here and I don’t know where to look for documentation): Cursor up and down remember the column position after you go to some position or edit. If you go to last position (dollar sign) cursor stays at the very last position of the line on up and down. This behavior probably was the reasoning for the LyX implementation of cursor movement. But indeed with LyX it’s very strange now and probably should be somehow improved and/or simplified.
