Just a few comments:

The user may write legal LyX documents with margin pars that are not
displayed correctly in the output. You argue that it is a user bug to use
margin pars in certain contextes but I would like to point out that a
user (like me) is not aware of making a fault at all.

On other hand, there are probably more cases where a user can write LyX
documents that do not make sense for Latex.

I will remove the bug report from my list.
